"SKUT" is a common misspelling or typo for: scat, scoot, scout, scud, shut, skate, skit, smut.
The surname Skut (or Szut) doesn't seem to be Estonian.
On the other hand, the first name of this character should be non Piotr, but PEETER, since 'Piotr'is a Russian form of Peter. Thus, this character's name should be PEETER SÜTT, which sounds typically Estonian.

 Skut's nationality - Tintinologist.org Forums
Skut is a real last name, and a Polish one at that.
Back in the time Skut would have lived, a lot of Estonians changed their names, mostly to escape international agents and so forth.
Either way, since Skut was Estonian, and given the time-period he was supposed to be from, I'd say he spoke both Estonian and standard Russian.

A short time earlier, the Captain had erroneously taken the somewhat disheveled Carreidas for a tramp and surreptitiously slipped him a five-dollar bill.
