At the metropolitan level, particularly for isolated metropolitan areas such as Pittsburgh and Portland, there is likely to be a close association between job growth and employment growth, despite the fact that one is defined by place of work (jobs) and one by place of residence (employment).
Although both areas followed the national pattern of higher poverty rates in 1989 than in 1969, the increases were greater in Pittsburgh and its metropolitan area than in Portland and its metropolitan area (table 6).
While the foreign-born share of the population in both Pittsburgh and its metropolitan area has been declining, the opposite is true for Portland and its metropolitan area.

In 6 of the 11 metropolitan areas that contain divisions, the ranges between the highest and lowest division unemployment rates were 1.0 per- centage point or more in October.
The metropolitan areas that had the widest rate ranges between their divisions were Boston-Cambridge-Quincy, Mass.-N.H. (Lawrence-Methuen-Salem, Mass.-N.H., 7.1 percent, compared with Framingham, Mass., 3.5 percent), and Detroit-Warren-Livonia, Mich. (Detroit- Livonia-Dearborn, 7.3 percent, compared with Warren-Farmington Hills-Troy, 5.0 percent).

Birmingham and Hoover are the primary cities in the Birmingham-Hoover-Cullman Metropolitan Area, consisting of the Birmingham-Hoover metropolitan statistical area and the Cullman micropolitan area that include 8 counties in Central Alabama.
Birmingham officials in November 2004 were reviewing a City Center Master Plan developed by Urban Design Associates of Pittsburgh, which advocates strongly for more residential development in the downtown area and includes a major park over several blocks of the central railroad reservation.
The area "Over the Mountain," including Shades Valley and Shades Mountain and beyond, was largely shielded from the industrial smoke and rough streets of the industrial city.

The St. Louis metropolitan statistical area is a 12-county, bi-state region including the Missouri counties of St. Louis, Franklin, Jefferson, Lincoln, St. Charles and Warren as well as the city of St. Louis and the Illinois counties of Clinton, Jersey, Madison, Monroe and St. Clair.
Metropolitan regions were chosen for comparison if they met one of the following two criteria: The area had a population of 950,000 or more and was within 500 miles of St. Louis, or the area had an economic function similar to that of the St. Louis region.
