It is, however, conventionally used as a name for the territory which, in the Old Testament, is claimed as the inheritance of the pre-exilic Hebrews; thus it may be said generally to denote the southern third of the province of Syria.
Palestine is essentially a land of small divisions, and its configuration does not fit it to form a separate entity; it has never belonged to one nation and probably never will.3 Its position gives the key to its history.

British Mandate of Palestine - Wikipedia, the free encyclopedia
The British Mandate of Palestine was a swathe of territory in the Middle East, formerly belonging to the Ottoman Empire, which the League of Nations entrusted to the United Kingdom to administer in the aftermath of World War I as a Mandate Territory.
The United Kingdom was granted control of Palestine by the Versailles Peace Conference which established the League of Nations in 1919 and appointed Herbert Samuel, a former Postmaster General in the British cabinet who was instrumental in drafting the Balfour Declaration, as its first High Commissioner in Palestine.
The Palestine Mandate was an explicit document regarding Britain's responsibilities and powers of administration in Palestine including: "secur[ing] the establishment of the Jewish national home", and "safeguarding the civil and religious rights of all the inhabitants of Palestine".

A "senior defence official" was quoted as saying US troops in Baghdad "were not briefed as thoroughly as pilots on what targets to avoid or treat with particular caution" and that the rules of engagement were different on the ground, with soldiers fired on having the right to respond, wherever the shooting came from.
US forces had responded to "hostile fire" that seemed to come from a place later identified as the Palestine Hotel, he said, and the force used was proportionate to the threat to US forces.
Since the so-called "completed" US Army report on the killing of two journalists at the Palestine Hotel is not in fact complete, Reporters Without Borders demands the reopening of the enquiry to answer the real questions raised by their deaths.
