  Barking Road Local setting
The Barking Road was an ancient highway running through the marshland to the South of the settlements of West Ham, Plaistow and East Ham and linking the City with the town and Abbey of Barking continuing from there to South Essex and the Coast.
From the start it was recognised as an area of great urban deprivation; until recently the borough was regularly at the bottom of the league tables for educational performance and in the 1991 Census Newham was calculated to be the most deprived area among all the districts of England.
Newham Council as the local authority for the area has had a long history of dominating the life of the borough, being one of the largest employers, running schools and social services and being by far the largest supplier of rented housing and leisure services.

In Newham the most significant is the Greenway, built on the Northern Outfall Sewer (the NOSE path!) from Victoria Park to Beckton.
For example in the mid 1980s Newham’s cycling campaign group persuaded the council to install dropped kerbs in two dead end streets in Stratford, thus providing a convenient short cut on a popular route.
A year later, without consultation a locked fire brigade access gate was installed across the dropped kerb, replacing the concrete bollards that had defended the footway from cars.
