The Venezuelan National Land Institute (INTI in its Spanish initials) is carrying out the land distribution under the co-called "Plan Zamora." The plan is named in memory of Eziquiel Zamora, the 19th century Venezuelan peasant leader who struggled for land reform, social equality, and human rights for the poor.
In the first phase of Plan Zamora, more than a million hectares (2.5 million acres) were transferred to campesinos, benefiting more than 40,000 families.
The second phase of the plan will be to distribute two million hectares by the end of this year.

Caracas, Venezuela Feb. 2 (Venezuelanalysis.com).- Venezuela's Minister of Agriculture and Land, Arnoldo Marquez, announced on Sunday that the govenrment agricultural development plan know as Plan Zamora invested 70.000 million Bolivars (43 million US dollars) in 2003, benefiting 17.000 farmers, and activating 21.000 new hectares by providing loans, tractors, plows and other farm machinery.
Plan Zamora was launched by President Hugo Chavez in February of 2003 after the opposition-sponsored lock-out and sabotage of the oil company forced the government to import food.
The government's plan is to increase the number of hectares used to 2.8 million in 2004.

The goals of this legislation were as follows: to set limits on the size of landholdings, tax unused property as an incentive to spur agricultural growth, redistribute unused, primarily government-owned land to peasant families and cooperatives and, lastly, expropriate uncultivated and fallow land from large, private estates for the purpose of redistribution.
Under Plan Zamora of 2003, both the INTI and its sister organizations, the National Rural Development Institute and the Venezuelan Agricultural Organization, have been tasked to administer agricultural expertise to the new peasant landowners and to provide markets for their goods.
That Chavez is trying to emulate it in his own country, as part of his plan to extirpate Venezuela’s entrenched inequality, is an effort that all right-minded people should applaud.
