During a visit to the region by Amnesty International in September 2002, the organization was informed that a large number of paramilitaries had entered the community of El Rosario and surrounding areas in Arauca Municipality on 21 June 2002, despite the close proximity of the XVIII Brigade.
Amnesty International insists that these international standards are respected and considers that this is the only way to begin to protect the civilian population from the effects of the armed conflict in Colombia.
