Mixed-heritage planetouched of this sort take after one or the other parent (seemingly equal chances) but carry the traits of the other parent, which may show up in their own children.
The offspring of a planetouched and a normal creature of its type (such as the child of a fey'ri and an elf) has an equal chance of being planetouched or "normal," but carries the potential for planetouched children in either case.
Planetouched of this derivation live all over the Lands of Intrigue, and some have traveled away from their ancestral homeland to escape the fear and prejudice that Calishites bear for geneies.

From my perspective, as a DM on a server which tries to stress character choice consequences, it's a matter of the realities of what a Tiefling or planetouched is.
Few players know the prejudice, fear, and distrust with which such persons are viewed by the general populace in FR, so when they experience it, it tends to lead to OOC paranoia and complaining.

I believe the different kinds of planetouched are descended from a different kind of outsider (assaimar - celestial, tiefling - demon/devil, genasi - elemental-related outsiders.) That's what makes sense to me, unless I'm completely misunderstanding what you're asking.
The vast majority of those deity descended planetouched in FR however are descended from celestial or fiendish servents of those deities (except for aasimar/tieflings of Untheric or Mulhorandi descent, given the deities of those pantheons/cultures were manifested for a few thousand years in quasi-avatar form on Toril itself, and had wives, husbands, lovers, families, etc).
For instance a tiefling might have certain traits if they were 2 generations or so removed from an Osyluth, or an Arcanaloth, or a Glabrezu, etc. 3e only has general tieflings and generic aasimar.
