But for Goa'ulds, the stargates are a part of their life, Jaffa has just never had a chance to explore the notion of freedom that much.
To put it simply, it would be ridiculous for one player to be able to control a planet, and it would be undoable, at least as far as the official discription describes it.

Also worth noting (list of planets in Stargate) is that most planets in the Milky Way start with P (exceptions BP6-3Q1, M4C-862, a few others, and notably one five digit designation: P3-575 - SG-1's first mission - and one seven digit: P34-353J - a Tok'ra base).
Looking at that page though, I have to maybe throw away the idea of the last three digits being merely a numbering system - they would all follow the same pattern, were that the case, which would indicate purely numerical, but Jonas' homeworld is P2S-4C3.
In the commentary on one of the SG-1 discs, TPTB mentioned that "P" is for Planet and "M" is for Moon.
