 Warhammer 40,000 - Necrons
Of all the so-called star-gods, the C'tan in the ancient Necrontyr scripts, Yngir to the Eldar, the one known as the Deceiver was the most insidious and capricious.
In ages past, even when the Necrontyr were still clothed in flesh, the other C'tan learned to shun the influence of the Deceiver.
Subtle and charming, its web of half-truths and outrageous falsehoods have led planets to their doom and great leaders into slavery, all for the mocking amusement of the lord of deception.

Index Xenos Demiurg - WarSeer Forums
Whilst little is known of the social structure of Demiurg, reports suggest that their vessels are very sparsely populated for their size, even in comparison to the likes of Tau and Eldar races.
Though records are scant and reliable data nigh nonexistent, the reluctance of Demiurg to claim planets or commit ground forces is said to indicate an aged population and their reliance on automation shows they put a high price tag on the lives of the Demiurg.
The majority of contact with the Demiurg has been made through these vessels as it would seem that they are reluctant to place their parent vessels in compromising situations.

Librarium Online - Why Can't The Imperium Blow The Traitor Homeworlds
So that’s why the Imperium dose not blow planets, due to the minor detail of making a game called Warhammer 40k.
So the Imperium could send their entire naval force into the EoT, and a bunch of Daemons would create vast Chaos fleets to destroy them - although the Chaos fleets wouldn't be able to leave the Eye, as they'd stop existing in the material realm.
So obviously, simply putting up pickets all the way around the Eye isn't going to work, especially since the EoT is a hell of a lot bigger than 1% of the width of the galaxy.
