Railway Technology - California High-Speed Rail Network
The state government of one of the country's fastest-growing areas, California, decided in 1993 to establish an Intercity High-Speed Rail Commission to develop a framework for the implementation of a high- speed rail network in the state.
The high-speed rail authority was given the job of directing the development and implementation of the system, as well as preparing a detailed financing plan, with the aim of gaining approval for the system and its method of base funding by the year 2000.
Three public inquiries have been held, and the findings handed over to the High Speed Rail Authority, which has the powers to implement the works needed for the project.

 High-speed train "SOKOL"
In 1988 the Government approved the State scientific-engineering program "High-speed environmentally friendly transport", according to which it was planned to create in the country rail transport systems and rolling stock for operation with speeds up to 300 km/h.
In 1993 a design specification for the high-speed electric train named "SOKOL" was developed and approved by the Ministry of Railways of the Russian Federation.
Since 1991 the works for the creation of the first Russian high-speed link and special-purpose rolling stock for it are conducted by Russian share holding Company "High-Speed Railways" (RAO VSM) by the order of the Government in cooperation with the Ministry of Railways of the Russian Federation and other concerned ministries and departments.

Guardian Unlimited Special reports Virgin Trains in line for aid
In its original franchise, Virgin planned to run 125mph trains to provide a two-hour journey from London to Manchester by 2002, with speeds of 140mph by 2005.
The payout follows a £106m subsidy last year, greeted with anger by the Rail Passengers Council which said the payment was agreed secretly and was not in travellers' interests.
Virgin Trains is to get a £282m bailout from the taxpayer this year, to compensate for disastrous engineering problems on the west coast mainline which have prevented the company from running high-speed tilting trains.
