It should be noted that as Katrina made landfall at Plaquemines Parish, Louisiana and approached New Orleans, the National Hurricane Center reports Katrina was a Category 4 Hurricane and did not weaken to a Category 3 until it made its third landfall at the Louisiana/Mississippi border.
