Plasma stealth is a proposed process that uses ionized gas to reduce the radar cross section (RCS) of an aircraft.

Note also the wording in Patent 3,713,157 which says that the plasma cloud produces a combination of ‘absorbtion, reflection, refraction and diffraction’ across frequencies including visible spectrum, which would certainly alter the appearance of an aircraft, perhaps to the point of making it an unrecognisable blob.
Given that the radioactive plasma coating was known to improve aerodynamics and stealthiness in the 1960’s, we would expect the next step to be a way of achieving the same benefits without radioactivity.

The active stealth may be cheaper, but the aerodymanic side is not as much of an issue anymore, since the F-22 is generally seen as the stealthiest fighter, nearing the F-117 in RCS, but can take out anything in service right now in a dogfight.
I saw a JDW article about the Russian plasma device, and as I've said before the 1st and 2nd generation of plasma stealth devices are for sale, according to the article.

The 1st, 2nd, and 3rd generation stealth birds we know of flying now are still, by a wide margin, the stealthiest operational aircraft in the world, and until an enemy can trump that or detect those aircraft, the military would prefer to keep (much) more advanced technology as tight-lipped as possible.
A better demonstration were the old mercury capsules, where the plasma from re-entry created a stealth effect & blocked communications during re-entry, forcing a radar-systems re-working by NASA to get around the unwanted effect.

However, I really don't think plasma will be very steathly if it works like the plasma generators used in silicon wafer etching with which I am familiar.
They uses a powerful RF transmitter to make the plasma, which should be able to be detected.
But the plasma generator RF leakage seems to be a big drawback.

Plasma is EXACTLY why the space shuttle is out of radio contact during re-entry.
And while it is probably true that the B2 does not use any direct plasma-generateing techniques as suggested by jhaley, it is important to note that ALL stealth technologies EXCEPT redirection (reflecting microwaves anywhere but back to their source) use some form of stealth shielding technique.
For a practical example of this fundamental principle (plasma stealth), you could place a lit candle in your microwave, and turn the microwave on.
