Teams that earn the 1 seed become known as clinching "home-field advantage" throughout the playoffs since they will play all of their playoff games (except for the Super Bowl, which is played at a predetermined, neutral site) at their home stadium.
The playoffs remained a 12-team tournament, with four division winners (the 1, 2, 3, and 4 seeds) and two wild cards (the 5 and 6 seeds) from each conference advancing to the playoffs.
A proposal to expand the playoffs to 14 teams by adding a third wild card team (a seventh seed) from each conference, and only giving the 1 seeds the bye in the first round, was tabled by the league owners in 2003 [1].

 Encyclopedia: Playoff Bowl
When the NFL and the AFL officially merged for the 1970 season (the corporate merger had been consummated in 1966, resulting in the first Super Bowl), there was discussion about continuing the Playoff Bowl, with the losers of the AFC and NFC Championship Games playing each other during the idle week before the Super Bowl.
To his players, Lombardi called the Playoff Bowl "the 'Sh-- Bowl', a losers' bowl for losers." This lack of motivation may explain his Packers' rare post season loss in the January 1965 game to the St.
One vestige of the Playoff Bowl remains, in that the head coaches of the two teams that lose the conference championship games are placed as the head coaches of their respective conferences' Pro Bowl teams, which is played the Sunday following the Super Bowl.

Herein lies the biggest problem with the bowl coalition: the national championship would still be largely controlled by the AP sportswriters and the USA Today/CNN coaches polls.
This would not only kill the appearance that the bowls are "selling out," but would also allow every game hosted by a bowl to be meaningful.
As for the smaller bowls, such as the Sun Bowl and Holiday Bowl, they could invite teams which are not in the playoff.

Iowa football coach Kirk Ferentz and Florida football coach Urban Meyer have let their voices be heard on the notion of a college football playoff: "I think the whole concept is ludicrous, personally," Ferentz said at Wednesday's coaches news conference for the Outback Bowl.
Yes, a playoff would solve some of the issues that arise when a mid-major school goes undefeated, or there are a few top-tier schools at the same level.
Bowl integrity and money wouldn't be compromised under a "plus 1" system and I think that the next step to a playoff will be the "plus 1" system.

In 1966, the success of the American Football League (AFL), the spectre of the NFL's losing more stars to the AFL, and concern over a costly "bidding war" precipitated by the NFL's Giants' signing of Pete Gogolak, who was under contract to the AFL's Buffalo Bills, led the leagues to discuss a merger.
After expansion in 1967, the NFL split the Eastern Conference into the Capitol and Century Divisions and the Western Conference into Coastal and Central Divisions, and the playoff schedule was expanded from a single game between two teams to a four team tournament, with the four divisional champions participating.

 The Bowl System Debate
The annoying thing is not so much the belief that is proposed, but the unwillingness of the public to dig deeper and seriously analyze the assumptions on which their beliefs in the superiority of a bowl or playoff system are founded.
Often, these bowl contests are among the most memorable games in a school's history, and people who don't like that great fact, often have little to object to this with other than mean-spiritedness.
For their sake it may be better to rewrite the rules for entering many bowl games to allow members of weaker conferences a chance to take part in the more prestigious bowls.

Their will be sufficient lead time prior to the games that even the major bowl games can continue to engage participants in bowl-related activities, something that would not be likely in a or four-week playoff system due to interference in game preparation.

Under your three-game playoff scenario, yeah, teams 9-10-11 and so on might have a beef, but in my scenario, what matters is how many undefeated teams are left at the end of the [major] bowl games, or one-loss teams if there are no undefeateds.
Your nods to tradition are pointless, because using a bowl game as a playoff game completely changes the history and meaning of the game so that they resemble their former selves in name only.
Going to a bowl game is a tremendous award in and of itself (except it's been diluted with too many frivolous bowls, but it's a sign of the times--just like grade inflation), and that's what bowls were meant for--for conference champs and quality runner-ups.

Also, in a 16 team playoff, the additional at-larges provides much harder matchups in the second round for the top teams, which should be avoided more to find a true champion.
First of all, the Four BCS Bowls would rotate having the games, one year one bowl would be left hosting the next two at-large teams (if it is a season rematch, then take the 2nd at-large and pit against 4th at-large)...this year that would be Ohio State vs. Texas in the Rose Bowl.
