The subject of observers was seen as too complex to be quickly resolved during Plenipotentiary Conference due to differences in wording in the ITU Constitution and Convention as the provisions relate to the type of meeting and type of entity being granted observer status.
Several European states reiterated their proposal to the 1998 Plenipotentiary Conference to transfer most of the provisions regarding conferences and assemblies, Chapter II of the Convention, to a separate instrument (specifically to the Rules of Procedure of Conferences and Other Meetings of the International Telecommunication Union).
The Plenipotentiary Conference was able to make good progress on its agenda because the only pure political issue was resolved with the assistance of Morocco, which as the conference host served as the Conference Chairman.

The term plenipotentiary (from the Latin, plenus + potens, full + power) refers to a person who has "full powers." In particular, the term is commonly used to refer to a diplomat or ambassador who is fully authorised to represent his government.
An ambassador, rarely embassador, is a diplomatic official accredited to a foreign sovereign or government, or to an international organization, to serve as the official representative of his or her own.
In modern times, heads of state and of government, and more junior ministers and officials, can easily meet or speak with each other personally, so ambassadors arguably do not require plenipotentiary powers, as they continue to be designated and accredited as extraordinary and plenipotentiary.

Reason: The current size of the Radio Regulations Board, which was established at the Minneapolis Plenipotentiary Conference in 1998, is sufficient to allow the Board to perform its duties as defined in the Constitution and Convention, and to allow for equitable geographic distribution among the regions of the world.
The 2002 Plenipotentiary Conference should modify the Constitution and Convention to develop a process of ITU planning activities (strategic, financial, and operational), and instruct Council to develop a schedule that would clarify these interrelationships.
In order to reduce confusion, we propose to use the term "financial plan" to refer to the four-year plan developed by the Plenipotentiary Conference, and to speak of operational plans with their "financial implications." This does not affect the development by Directors of financial plans for their Sectors.
