Today, Montserrat is often given the nickname of the Emerald Island of the Caribbean, because the island's large slopes are covered by lush green tropical vegetation, and through the connection to Ireland of many of its early settlers.
Montserrat's Georgian-era capital city of Plymouth was destroyed and two-thirds of the island's population forced to flee abroad owing to the eruption of the Soufriere Hills volcano that began on July 18, 1995.
Montserrat was populated by Arawak and Carib peoples when it was claimed by Christopher Columbus on his second voyage for Spain in 1493, naming the island 'Santa María de Montserrat'.

Montserrat is an island located in the inner arc of the Leeward Island group in the Lesser Antilles of the Caribbean Sea.
In Montserrat, new town development is based on the need to create human settlements to both absorb and support the built environment that was lost on the southern two-thirds of the island during the volcanic disaster of the late 1990s.
The situation is much different on Montserrat, where the catastrophic destruction of the high speed, superheated pyroclastic flows, followed by the massive debris flows, and the continued high risks of being in the proximity to the active volcano make areas in the exclusion both unrecognizable to its former inhabitants and extremely dangerous.

Montserrat entered the twentieth century as a British Crown colony, and although there have been name changes such as 'dependent territory', and 'overseas territory' and a liberal rhetoric of a 'partner' relationship, the essential status has not changed significantly.
Montserrat's colonial history exemplified these mechanisms even in the present day with, for example, new calls for land registration in the north of the island by a certain date after which land will become crown land, though few can afford the surveyor's fees to substantiate local land knowledge for foreign planners.
Montserrat's Plan was the first to be submitted and it was circulated in the Colonial Office for comments by those concerned with various sections of the plan in December 1949.
