The Poale Zion idea, the concept of organic unity between socialism and Zionism, had already attained a quite respectable age.
The name "Poale Zion" was first adopted by a club in Minsk in 1899, under the leadership of A. Litwin (the now well known American Jewish writer), Berger, and Rubentchik, after the same group had denied the value of the class struggle in the Galut.
A socialist club with the name "Poale Zion" was formed in Odessa in 1902 under the influence of Yekaterinoslav and Poltava.

Poale Zion (also spelled Poalei Tziyon or Poaley Syjon, meaning "Workers of Zion") was a Movement of Marxist Zionist Jewish workers circles founded in various Russian cities about the turn of the century after the Bund rejected Zionism in 1901.
In 1906 a formal Poale Zion party was formed in Poltava, Ukraine under the leadership of Ber Borochov, and other groups were soon formed elsewhere in Europe, particularly in Poland.
Poale Zion Left, which supported the Bolshevik revolution, continued to be strongly sympathetic to Marxism and Communism, and repeatedly lobbied the Soviet Union for membership in the Communist International.

Poale Zion (Hebrew "Workers of Zion") was formed in Austria, following the Sixth Zionist Congress (1903).
Despite the fact that at the turn of the century, most Jews were Liberal, branches of Poale Zion were soon established in London, Manchester, Liverpool, Leeds and Glasgow.
Leon Locker was an early leading figure in the Manchester Poale Zion, and the spirit of the city branch is illustrated by his conviction that "We Jews have got to solve the national question before we can solve the Socialist question." It was not a large nor a terribly focussed society, however.

In 1906 in Poltava Borochov was one of the organisers of the founding conference of the Jewish Workers social Democratic Party Poale Zion.
The prime difficulty of the Poale Zion programme is that it demands of the Jewish worker, who supports it, to be thoroughly convinced that the social programme of the Diaspora and the national programme of Palestine are not only beautiful ideals, but also objective possibilities.
Not every Poale Zionist need thoroughly master the Socialist, the Poale Zion, or anti-Poale Zion literature; nor need he necessarily be an expert in all questions pertaining to the Socialist Movement of each nation and the Poale Zion Movement of each country.

One of the earliest Zionist societies in Liverpool was the provincial ‘tent’ (branch) of Chovevi Zion (Lovers of Zion) established in July 1891. The Liverpool Chovevi Zion (296 CHO) received the support of prominent members of the community including Samuel Friedberg (later Frampton), minister of the Old Hebrew Congregation from 1891 to 1932.
It was essentially a philanthropic organisation whose aim was to support financially Eastern European pioneers who settled in Palestine.
The aims of the Zionist movement changed as support for gradual colonisation was replaced with the commitment to the idea of a Jewish State. Following the first Zionist Congress in 1897 there was intense Zionist activity in Liverpool.
