This Family belongs to the Cecomor p/rae of T. Huxley, and is usually supposed to occupy a place between the Alcidae and Podicipedidae; but to which of these groups it is most closely related is undecided.
While C. septentrionalis inhabits the north temperate zone of both hemispheres, C. arcticus breeds in suitable places from the Hebrides to Scan 2 A. Garrod, in his tentative and chiefly myological arrangement of Birds (Proc Zool.
ff7), placed the Colymbidae and Podicipedidae in one order (Anseriformes) and the Alcidae in another (Charadriiformes); but the artificial nature of this assignment may be realized by the fact of his considering the other Families of the former order to be Analidae and Spheniscidce.

Talk:Parsimony and its role in Phylogenetic Reconstruction - EvoWiki   (Site not responding. Last check: 2007-11-05)
It is a case in which parsimony dictated, multiple times, that "Gaviomorphae" or Gaviidae + Podicipedidae was holophyletic, for the simple reason that it was more parsimonious to believe their suite of specializations geared toward a diving ecology, had not evolved independently of each other.
We know that they have at least one fundamental lack of homology in the structure of their diving apparatus, and we further know that there is practically no trait which can be advanced as synapomorphic of this putative assemblage which is not demonstrably convergent.
Thirdly, it is perfectly relevant to the role of parsimony because parsimony anlaysis consistently groups these birds (nowadays this is true for a Gaviidae + Podicipedidae clade) as a holophyletic grouping in spite of the fact that is known to be a false phylogeny.

Flamingos and grebes are sistergroups, even if you dislike molecules!
Flamingos are long-legged filter-feeders whereas grebes are morphologically quite divergent foot-propelled diving birds, and sister group relationship between these two taxa would thus provide an interesting example of evolution of different feeding strategies in birds.
To test monophyly of a clade including grebes and flamingos, I performed a cladistic analysis of 70 morphological characters which were scored for 17 taxa.
The Middle Eocene taxon Juncitarsus is most likely the sister taxon of the clade (Podicipedidae + (Palaelodidae + Phoenicopteridae)) although resolution of its exact systematic position awaits revision of the fossil material.
