As each pole bends, the energy and stress is distributed through the pole as engineered to withstand such stress.
In this case the pole can not be recognized with a test weight for a 12'7" or even 12' pole since it was not made from a pattern or design intended for such a pole.
The problem is bending the pole with the lower arm and not with the swing and if the vaulter/coach does not distinguish between the two, progress will be limited.

I'm a high school pole vaulter and the pole with the lowest weight we have is for 120lbs., however, I weigh 100lbs.
Further, "training poles" are not permitted and each allowable pole must be properly marked and labeled with a one inch band showing the test weight (eg 110 lbs, 120lbs, etc.).
The training associated with pole vaulting subjects both the take-off and non take-off foot to a lot of stresses and potential overuse injuries.
