Polearms were developed in warfare for combatting mounted soldiers, and those with heavy armor.
However a naginata was actually a japanese polearm which used (the equivalent of) a top-quality samurai sword at the end of the pole, and the weapon was backed up by a long-developed and rigorous martial art, and when combined with this expertise it was a formidable weapon.
The beak was the primary mode of attack, the hammer or claw was secondary.

Polearms are so effective when facing cavalry they make spears almost obsolete; the only thing that makes spears better at facing cavalry is that fact spears are not likely to be pushed back by the cavalry’s initial charge because of their dense formation and spear class bonuses.
Polearms are as vulnerable to cavalry charges as any other non-spear unit, to counter this you need to use them in the opposite way to every other non-spear unit when facing cavalry.
Polearms should always be left on engage at will as they receive no rank bonuses and they need to get in amongst the enemy to really reach their full potential.

Given that, from a warrior's point of view, polearm spec is exactly the same as axe spec (both give +5% chance to crit), it all depends on the weapon really.
Most polearms are useless, but a few of them are excellent like Ice Barbed Spear which has a slow speed and high dps, much like an axe.
I'm guessing that the polearm skill is mostly useful for when you happen to come across a really nice polearm which will last you a good 5-10 levels.

Basically, because it was one of the few books available on the topic of Japanese Polearms, especially written in a language other than Japanese.
I was really looking forward to its contents, and hoped that it would answer many questions I had about Japanese Polearm history, usage, and manufacture.
The only thing this book does not cover is how to use Japanese polearms; however I don’t believe the author’s intention was to write a book on that topic.

They seem to be much rarer than other weapons, plus it costs a ton more to train in polearms than anything else.
I have seen some great polearms, but I have also seen other great weapons and polearms don't necessarily stand out.
I found a ~20dps polearm for my Paladin but my other 2h weapons are all 25dps or higher.

For the last couple of years, I have been on a "cliche-busting" binge, and have refused to allow magical swords to be found.
In ADandD, polearms were desirable when combined with the "weapon vs armor type" table, since many polearms are designed to defeat heavy armor.
I was interested in playing a polearm-weilding dwarf in my 3E game, but the DM ruled out large weapons--no reach weapons, longbows, or chains--because he doesn't think adventurers would be able to get such large weapons into a dungeon (not that we spend much time in dungeons).

Putting polearms on the 2nd to final tier with hamstring just means that people who want to put 31 points into arms are not going to want to go polearms since every other weapon type can use 31 points to get hamstring, MS, 2h damage, and their weapon type improvement.
If blizzard wants to make polearms viable they need to put more into the game and move the polearm specialization somewhere in the tree where players can choose to get it, hamstring, and still only spend 31 points in the tree.
I think a great solution would be to just switch polearms and sweeping strikes, but I'm sure every non polearm warrior would prefer the tree the way it is so that they can get sweeping strikes 5 levels earlier.

The poleaxe, halberd, and even footman's hammer all tend to share certain properties.
