Energy policy is a plan of action for tackling issues related to energy supply, demand, development of energy related industry and trade and consequences of energy activities.
Policy measures available to these entities are lesser in sovereignty, but may be equally important to national measures.
In fact, there are certain activities vital to energy policy which realistically cannot be administered at the national level, such as monitoring energy conservation practices in the process of building construction, which is normally controlled by state and municipal building codes.

The European Commission has announced the launching of 23 projects to be financed by ISPA (Instrument for Structural Policies for Pre-accession) in Romania, Bulgaria and Croatia.
Regional Policy Commissioner Danuta Hübner has presented the Commission report on how the regions are performing in the 25 Member States plus Romania and Bulgaria, in relation to growth and employment.
In this fourth progress report on cohesion it is noted that, on average, the least prosperous countries - the 13 with relatively lower GNI per head that are supported under the Cohesion Fund - reported 3.6 % growth over the period 1995-2005, considerably higher than the EU average of 2.2 % per year.

CEP found because of inadequate NCLB appropriations and because of a "hold harmless" provision in the law that prevents school districts from losing Title I funds as a result of the reservation, improvement funds are insufficient in many states to do the job of assisting schools.
CEP also found that to meet the reservation without violating the hold harmless, many states must take money away from school districts that were slated to receive increased Title I allocations because of their larger numbers of low-income children.
The Center on Education Policy is a national, independent advocate for public education and for more effective public schools.

Washington, DC--More than 10 murder-suicides, almost all by gun, occur each week in the United States, according to American Roulette: Murder-Suicide in the United States, a new study by the Violence Policy Center (VPC).
The study used a national news clipping service and Internet survey tools to collect incidents nationwide from January 1, 2005, through June 30, 2005, and is one of the largest and most comprehensive studies ever conducted on murder-suicide.
If weapon trends hold true to past years, more than 70 percent of these murders will be committed with guns, the vast majority being handguns.
