Debate is an aspect of argument which is distinct from logical argument, in that it encompasses aspects of human persuasion which attempts to appeal to the emotional responses of the audience
Policy Debate is a style of debating where two teams of two debaters advocate or oppose a plan derived from a resolution that usually calls for a change in policy by a government.
Policy Debate is mostly practiced in the United States (where it is often referred to as Cross-Examination, or CX debate), although it has been attempted in Europe and Japan and has certainly influenced other forms of debate.

Policy debate is a form of speech competition in which teams of two debate whether or not a specific policy action should be enacted.
High school policy debate is sponsored by the National Forensic League, the National Catholic Forensic League, the National Christian Forensics and Communication Association, or one of the regional speech organizations.
Collegiate debates are generally competed under the guidelines of National Debate Tournament (NDT), the Cross Examination Debate Association (CEDA), and the National Educational Debate Association (NEDA).

In the 2002/03 school year, the national high school debate topic is "Resolved: that the United States federal government should substantially increase public health services for mental health care in the United States." All high schools, including all UDL schools, who compete in policy debate use this same topic all year long.

Policy debate resolutions are usually very broad in that they do not specify particular actions for the agent (remember, this is usually the Federal government or the United States).
Since policy debate resolutions are ordinarily worded in a very broad fashion, it is now generally held acceptable for the affirmative to isolate a specific example of the resolution in order to narrow discussion.
Debate is designed as a series of speeches alternating between affirmative and negative (with the exception of the 2NC and the INR, which are two negative speeches in a row-- this is called the negative block).

While evidence in Lincoln-Douglas debate is philosophical and literary, evidence in policy debate is practical and statistical.
The purpose of this contest is to train the student to analyze a problem, conduct thorough and relevant research, and utilize principles of argumentation and advocacy in orally presenting the most effective case for or against a given proposition.
Debaters then write cases that they present and continue the debate in the form of prepared arguments, spontaneous rebuttals, and cross-examination.

Founded in 1971 as the Southwest Cross Examination Debate Association, CEDA is now the primary national association promoting policy topic intercollegiate academic debate.

While I have extensive notes from the Spectrum Policy conference at Stanford, Cory Doctorow has done such a great job blogging through the day that it doesn't seem worthwhile to take the time to clean up and post my notes, especially since anyone passionately interested can watch the whole day on video.
The debate seemed a lot easier to understand when Benkler framed it as private property rights in spectrum vs. private property rights in devices, as he did in discussion in the morning.
My conclusion, as a technologist and entrepreneur, after listening to lawyers and economists debate all day, is that it is an empirical question as to which of the two regimes would be the most efficient, property in devices or property in spectrum.
