Throughout decades Polish cities struggled with the lack of financial means, unfavorable conditions for development, and legal regulations hampering local activity and people’s entrepreneurship.
This is not a ranking of cities – there are too many differences between them in terms of their historical legacy and peculiar local strengths and weaknesses for such a comparison to be useful.
Rankings and comparisons, especially in terms of quality of city management, will make sense in a few years’ time, when we are able to evaluate how cities planned their development and how they made use of the significant European Union funds available in 2007-2013.

The last East Prussian city loyal to the Polish king, Knipawa, was taken after a long siege by Teutons commanded by Heinrich Reuss von Plauen (older) on June 14, 1455.
The Polish army moved slowly to Thorn, but military actions were halted briefly, when the king finally agreed to mediation by Frederick II, Margrave of Brandenburg (all earlier propositions of mediation from different sides had been rejected).
Teutons were raiding the Polish lands and enjoying quite a few successes (for example Kaspar Nostyc, komtur of Chojnice, captured for a few months one of the Polish cities in northern Greater Poland).

To indicate categories of Polish cities of international importance the following attributes have been were considered: size of the university centre, standing of cultural centre and extent of influence on international environment.
From results of analyses it appears that Polish cities should be qualified to the lowest categories (6, 7 and 8) with Warsaw itself belonging to the 5th category.

 Warsaw Voice - Polish Cities Attend Trade Fair
One of the first to attend the fair (as an observer, not exhibitor) was the Association of Polish Cities, which subsequently managed to convince local authorities of the advantages in taking part in such international events.
While city authorities are capitalizing on contacts from Cannes to start investment projects (like multi-purpose shopping malls, hotels and multi-level parking lots), they have decided not to take part in the fair, at least this year.
Włodzimierz Złotnicki, of the Bydgoszcz City Promotion and Foreign Cooperation Department, says the fair is the most efficient and cheapest form of promotion, generating interest in a city that is virtually unknown outside Poland.
