The General Secretary is the highest ranking member of the Politburo Standing Committee of the Communist Party of China.
Previously, the Chairman of the Communist Party of China was the highest position in the CPC hierarchy, but that position was abolished on September 11, 1982.

Even if both the PRC and ROC governments were to agree in principle to participate, their respective positions must be reconciled on the format of such discussions.
