  Civil and Political Rights
As already stated earlier, civil and political rights are the rights that generally restrict the powers of the government in respect of actions affecting the individual and his or her autonomy (civil rights), and confer an opportunity upon people to contribute to the determination of laws and participate in government (political rights).
This right shall include freedom to have or to adopt a religion or belief of his choice, and freedom, either individually or in community with others and in public or private, to manifest his religion or belief in worship, observance, practice and teaching.
Political rights presume that the government processes should be structured so as to provide opportunities for political participation of all eligible citizens.

But the right of individuals and communities to participate in and enjoy the fruit of economic development should not be identified with the right of nation-states to pursue national pro-development policies, even if such policies set the stage for individual citizens to exercise their economic rights.
While the right to development (narrowly understood) enables the nation-state as a unit to grow economically, social-economic rights are concerned with empowering the poor and vulnerable, preventing their marginalization and exploitation, and securing their basic subsistence.
If citizens' civil-political rights are unprotected, their opportunities to "get rich" can be taken away just as arbitrarily as they are bestowed; if citizens have no real opportunity to exercise their social-economic rights, their rights to political participation and free expression will be severely undermined.

Political rights, as understood presently by the international community, are adequately defined in the United Nations International Covenant on Civil and Political Rights (1966).
These rights include: the right to self-determination, “By virtue of [this] right they freely determine their political status and freely pursue their economic, social, and cultural development,” the right to freely dispose of natural wealth and resources.
This constitutes a basic break-down in the rights to both external and internal self-determination, for the groups at a disadvantage in attaining power, financial security, and political representation are unable to freely "determine their political status and freely pursue their economic, social and cultural development," rights guaranteed under the UN Covenant.

Serious restrictions on citizens’ rights to assembly and association have made it difficult for elected representatives to regularly meet with their constituents - meetings are either declared illegal or are otherwise disrupted.
By failing to act strongly against the perpetrators of violence, by enlisting state institutions to beat and harass those perceived to be critical of government, by using rhetoric that relies on metaphors of war and terrorism, the Zimbabwean government has created a culture of impunity, intolerance, and injustice.

As a result, Article 55 of the UN Charter pledged member states to "universal respect for, and observance of, human rights." Now that the UN's members had agreed to respect human rights, the organization needed a definition of what those rights were and a means of insuring their protection.
ER had already become one of the most important figures in the UN's human rights program and as chairman she would be able to exert a decisive influence over the commission's decisions.
It was under her direction that the decision was made to move forward on the international bill of human rights with two documents instead of one: first, the commission would outline universal human rights in a nonbinding declaration; second, they would propose machinery for enforcing the protection of those rights in a legally binding covenant.

 Zimbabwe: Food Used as Political Weapon (Human Rights Watch, 24-10-2003)
The international aid agencies universally deny that donors' political opposition to land reform is a factor, explaining that they cannot distribute any relief food in these areas until a comprehensive needs assessment has been completed by the government.
The government should impress upon the leadership of all political parties that it is prohibited under domestic and international law for politicians and party supporters to use food to influence or reward constituents or voters.
Human Rights Watch recommended that the international community continue to fight the politicization of relief food through its efforts to maintain tight controls on food distribution and to implement all aspects of relief efforts directly or through local non-governmental organizations.
