Any programme for land redistribution requires two complementary aspects - the removal of land from the over-privileged possessors and its allocation to new people; since these new people should be the dispossessed with no resources, a plan also needs to be in place to assist them to become productive.
The attempt to designate land committees worked in some places, but these simply became tools of political patronage, and often were totally ignored by powerful individuals who used their muscle to grab whatever they wanted.
In very few cases have they been given land in their own right (less than 3% of the total land allocated went to farm workers and just over 3% of farm workers were given plots of land).

One of the principle arguments of the proponents of land indivualization is that a title to the land would give farmers access to credit, which could be used to modernise land tenure.
"Land is also given as grants to political elites not for the purposes of economic development and the nurturing of indigenous capital but principally for the purpose of maintaining patronage relations and of securing political loyalty," Kanyinga has observed.

Eight hundred and twenty-seven acres of land on the eastern edge of the reserve was illegally removed from the possession of the Mohawks in 1837.
The Royal Proclamation of 1763 that stipulated all lands occupied by the First Nations people could only be purchased or leased from them by the Crown (read government now) has been accepted by the Supreme Court of Canada as the law regarding title to disputed territory.
Since the Justice Department has already stated that the land was illegally removed from the Mohawks there really isn't much to negotiate save for whether it will be the town or the developer who is going to have to refund those who have already plunked their money down.

In a political world less overdosed on emotional steroids, people would cut Gen. Boykin some slack, allowing the Pentagon to suggest that he go easy on the fire and brimstone in public.
I think many people who don't get paid for waging politics are becoming quite frustrated with dysfunctional legislatures that are now polarized--as in Congress or in California--essentially along the cultural faultlines created by 30 years of allowing judges to pre-empt the broader community's ability to discover, or re-examine, its social beliefs.
