It's a puzzle — voter registration in the United States is at an all-time high but voter participation is nearing an all-time low.
These states had considerably higher voter participation and registration rates than the national average — 68 percent voter turnout for the EDR states as opposed to 59 percent nationwide.
States will receive federal funds for each of these purposes, and will receive general funds "to improve the administration of elections." However, to be eligible for such funds, each state must design a plan, pass enabling legislation, and devote a small amount of state funds to HAVA implementation.

Compared to, say, the Tories' base in western Canada and the Bloc's base in non-Montreal Quebec, the Liberal core in Ontario and federalist Montreal is extremely vulnerable to small swings.
Stephen Harper makes a few mild observations on the political realities of the Liberal state and everyone recoils in horror: by pointing out the "politicization" of the courts, the civil service, etc, it's Scary Stephen who's "politicizing them".
Aside from marking yet another bumpy tumble down the ravine of political amateurishness by the once ferocious Liberal machine, Martin's behavior suggests the Grits are now fighting for second place.
