The Holy Roman Empire, known from the 16th century also as The Holy Roman Empire of the German Nation was a political conglomeration of lands in Central Europe in the Middle Ages and the early modern period.
The Holy Roman Empire was a conscious attempt to resurrect the Western Roman Empire, considered to have ended with the abdication of Romulus Augustulus in 476.

Online Encyclopedia and Dictionary - Politics of the Vatican City
The pope exercises supreme legislative, executive, and judicial power over the Holy See and the State of the Vatican City, a rare case of elective non-hereditary monarchy.
The term "Holy See" refers to the composite of the authority, jurisdiction, and sovereignty vested in the Pope and his advisers to direct the worldwide Roman Catholic Church.
As formally re-defined in 1929, after the Concordato between Vatican and Italy, to administer properties belonging to the Holy See in Rome, the State of the Vatican City is recognized under international law and enters into international agreements.

Theocracy - Wikipedia, the free encyclopedia
It refers to a form of government in which the organs of the religious sphere replace or dominate the organs of the political sphere as clerical or spiritual representative(s) of god(s).
Theocracy should be distinguished from other, secular forms of government which also have a state religion, and from some monarchies, in which the head of state legitimates the authority of the crown as being held By the Grace of God and tends to assume a sacral aura.
Outer Mongolia also had a theocratic Lama (before the Soviets installed a satellite communist state), but there since the start in 1639, when the son of the Mongol Khan of Urga was named a Living Buddha (Bogdo gegeen), the dynasty espoused theocracy and secular aristocracy.

The Holy See and the Middle East
The Holy See's third choice in contributing to the stability of the Middle East is northing lessthan the promotion of inter-religious dialogue with the Jews and Muslims.
As far as the Holy See is concerned this dialogue is founded on the respect that the three religions have for one another.
So it is that the Holy See, which has no direct technical competence or ambition whatsoever to intervene in the territorial dispute dividing the two peoples, certainly cannot fail to concern itself with the safeguarding of the sacred and cultural dimension of the Holy Places of the three religions.

Holy Communion and Unholy Politics by John P. Beal, America: The Catholic Weekly Magazine
If anything is clear, at least to canonists, about the current furor over admission of politicians to holy Communion, it is that no so-called “pro-choice” politician has been excommunicated as a result of her or his public record.
Under Pius XII, the Holy Office declared that, as presumed apostates who adhered to an anti-Catholic society, members of the Communist Party and some of its “fellow travelers” were to be refused holy Communion, since they were not properly disposed for its reception.
Resort to disciplinary measures like refusal of holy Communion is an implicit acknowledgment by church authorities that they have failed as teachers to convince Catholic politicians in particular and the larger society in general of the truth of the Gospel of life.

This past November, in an interview with a leading Italian daily, Cardinal Angelo Sodano, the Vatican Secretary of State, said that he “would not exclude” the possibility of the Holy See becoming a full member of the United Nations, where it presently is a “permanent observer.”
It is important to remember that the Holy See, not Vatican City State, exchanges diplomatic representation with over 175 countries, holds permanent observer status at the U.N., and is represented diplomatically at the European Union, the Organization for Security and Cooperation in Europe, and the Organization of American States.
