Whereas EOKA (1955-59) was seen by the majority of the Greek Cypriots as anti-colonialist freedom fighters, EOKA-B did not have the overwhelming support of the Greek Cypriot population who where sceptical over the organisations involvement with the unpopular Greek dictatorship and did not want to swap their newly found independence with direct rule from Athens.
The organisations unpopularity increased after attacks on Greek Cypriot Socialists and supporters of independence, while public outrage followed the murder of government minister Polycarpos Georgadjis and a botched assassination attempt on Makarios.
When Grivas died from heart failure in January 1974, the new leadership of EOKA-B increasingly came under the direct control and influence of the military junta in Athens.

The three main ones were headed by Polycarpos Georgadjis and Tassos Papadopoulos, the Interior and Labour ministers respectively; Vassos Lyssarides, Makarios' socialist physician; and Nikos Sampson, an unsavoury and fanatical nationalist.
As Droushiotis has shown, Georgadjis believed that the quickest way to show that the Zurich-London accords were unworkable was to provoke the Turkish Cypriot extremists, which he knew were armed, to challenge the state.
Mallinson claims that when the players met at Burgenstock prior to the 24 April referendum Papadopoulos submitted various amendments to the UN plan which were rejected, while eleven amendments proposed by the new Turkish Cypriot leader, Mehmet Ali Talat, were accepted.

It is here where Mallinson’s obsession with the role of the foreign powers in Cyprus needed to be counterbalanced with an analysis of the local responsibilities.
To this end, the former EOKA leaders founded paramilitary groups — the three main ones were headed by Polycarpos Georgadjis and Tassos Papadopoulos, the Interior and Labour ministers respectively; Vassos Lyssarides, Makarios’ physician; and Nikos Sampson, an unsavoury and fanatical nationalist thug.
For instance, Mallinson claims that when the leaders in the saga met at Burgenstock prior to the April 24 referendum Papadopoulos submitted various amendments to the UN plan which were rejected, while 11 amendments proposed by the new Turkish Cypriot leadership of Mehmet Ali Talat were accepted.

Nevertheless, it is known that the Greek-Cypriot leaders fully appreciated that the thirteen proposed amendments to the constitution would be unacceptable to Turk-Cypriots, and that their presentation and rejection could precipitate fighting by either side.
As early as 1962, Polycarpos Georgadjis, the Minister of the Interior, had warned the officers of his underground army that in the following year President Makarios would propose amendments to the constitution which would be so unacceptable to the Turk-Cypriots that TMT would start fighting.
When the amendments were proposed, there was general dismay among many of the leaders of this Greek-Cypriot force that Turk-Cypriots did not rise to the bait.

Greek Cypriots hold that the withdrawal of Turkish Cypriots from government was voluntary and that the movement of people in enclaves was out of choice.
Turkish Cypriots believe the Akritas Plan (devised in 1963 by Polycarpos Georgadjis (alternative spelling Yorgadjis), the Interior Minister, but not discovered until 1966) to be at the heart of the issue.
The plan had the intention of amending the constitution of 1960 and to remove the power of veto of the Turkish Cypriots (which they thought was responsible for the stalling of governing matters).
