He was the son of Richard of Ilchester, also known as Richard Toclive, who served as Bishop of Winchester.
Richard Poore became Dean of Sarum in 1197, and Bishop of Chichester in 1214.
His brother, Herbert Poore, died in 1217, and Richard succeeded to his position as Bishop of Salisbury.

Richard Poore, a cameraman for a New Zealand TV company, was on holiday in the resort town of Kuta in Bali when an explosion ripped through a busy nightclub.
Mr Poore explained that his "first instinct was to run up the road with a camera" to film the scenes of devastation.
Mr Poore said that rumours were flying as to the cause of the explosion, but he himself was uncertain whether it was a bomb or an accident.

Poore was successively Bishop of Winchester, Chichester and Salisbury, where he began the construction of the great cathedral there in 1220.
Poore had first been chosen by the monks of Durham in 1213, but eventually became bishop only in 1228.
There is some reason for considering Poore to be the author of the famous Ancrene Riwle, the greatest prose work of the early Middle English period.

A Winchester man who accidentally shot himself in the abdomen during a fight with his dog Thursday called his wife shortly before his death and told her he was going to kill the pet because it bit him, police said.
A Stevens over-and-under, single-shot,.22-caliber rifle/.410-guage shotgun was recovered from the trailer, and police said Poore may have used the end of the gun to beat the dog.
An autopsy performed Friday revealed that Poore died of a gunshot wound from the shotgun barrel.

The opinion now prevailing is that Richard le Poore, dean of Salisbury from 1198 to 1215 and bishop of the diocese from 1217 to 1228, was the person most instrumental in the development of the Sarum Use.
Then under Richard le Poore, during whose episcopate the see was transferred from Old Sarum (which cathedral was partially destroyed by lightning shortly after its consecration) to new Sarum in the early thirteenth century, the clarifying, codifying, amplifying, and systematizing of liturgical practices was completed.

The next bishop was Richard Poore (1215-1217), known as the builder of Salisbury cathedral.
On his death there was a contest over the appointment to the see, which the pope settled by naming and consecrating Richard of Wych (1245- 1253), better known as St. Richard of Chichester, the friend and chancellor of St. Edmund.
Having for a time been compelled to live on the alms of his own clergy, St. Richard ultimately succeeded in overcoming the king's anger, and for eight years ruled the see with wisdom and holiness, his last act being to consecrate a church at Dover in honour of his friend and master, St. Edmund.
