The Namibian Ministry of Mines and Energy is studying the feasibility of a 30-megawatt (MW) hydropower dam on the Okavango River at Popa Falls, less than 50 kilometers upstream from the Okavango Delta in Botswana, according to the Namibian newspaper The Windhoek Observer (9 September 2000).
Popa Falls is the centerpiece of the Caprivi Game Park, which is slated to become the Bwabwata National Park, and provides habitat to several herds of hippo and many elephant and other wildlife that come to the river for water and vegetation.
Thousands of tourists visit Popa Falls each year and support several lodges in the area, including one that is run by a community of indigenous Barakwena people, and bring scarce income to this undeveloped corner of the country.

At the Popa Falls in western Caprivi, the river fans out across a rocky shelf, drops four meters, then channels into the Okavango Panhandle.
Water falls in the Angolan highlands in December, pours into the Panhandle at a staggering 11 cubic kilometers a year, and takes six months to fill the Okavango's furthermost channels.
However, Langford has pointed out that the Popa Falls project "is probably one of the most viable projects to be investigated by NamPower lately." He said the falls area was the only potential hydro-electric site situated within Namibia.

NamPower announced at the end of last year that it had appointed consultants to do a pre-feasibility study on the hydropower scheme at Popa Falls, less than 50 kilometres upstream from the Okavango Delta in Botswana.
NamPower said the scheme did not require the construction of a dam, but rather a weir that would provide a constant head of water and which was designed to utilise the flow of a river.
It said the six to eight metre weir would not compromise the Popa Falls which is home to a breeding colony of an endemic bird species, the Rock Pratincole.
