Innocent's exposition of his theory concerning the relation between the papacy and the empire was accepted by many princes, as is apparent from the sudden increase of Otto's adherents subsequent to the issue of the decretal.
Innocent, reversing his decision, declared in favour of Philip in 1207, and sent the Cardinals Ugolino of Ostia and Leo of Santa Croce to Germany with instructions to endeavour to induce Otto to renounce his claims to the throne and with powers to free Philip from the ban.
Innocent summoned those monks of Canterbury who were in Rome to proceed to a new election and recommended to their choice Stephen Langton, an Englishman, whom the pope had called to Rome from the rectorship of the University of Paris, in order to create him cardinal.

 Pope Innocent X Biography
Innocent X, Giovanni Battista Pamphili (May 6, 1574 - January 5, 1655), Pope from 1644 to 1655, was born in Rome in 1574, attained the dignity of cardinal in 1629.
The conclave for the election of a successor to Urban VIII was long and stormy, from August 9 to September 15, 1644.
Innocent confiscated their property, and on February 19, 1646, issued a Bull ordaining that all cardinals who might leave the Papal States for six months without express papal permission, should be deprived of their benefices and eventually of their cardinalate itself.

Born at Fano to a distinguished Florentine family, he studied law under his father, an able jurist; his ecclesiastical career was as a lawyer: consistorial advocate, auditor of the Rota and the Datary, he was made a cardinal in 1585.
After the death of Innocent IX, another stormy conclave ensued, where a determined minority of Italian cardinals were unwilling to be dictated to by Philip II of Spain.
Clement VIII was as merciless as Sixtus V in crushing brigandage in central Italy and in punishing the lawlessness of the Roman nobility.
