Popeye was created by Elzie C.Segar as a comic strip character in 1929.Throughout the thirties Popeye and Olive Oyl were joined by characters such as the Sea Hag,Wimpy,Bluto,Swee'Pea,the Goon,The Jeep and Poopdeck Pappy.
Also, in the movie, the town of Sweethaven was all disheveled and uneven, with the streets and buildings going every which way, and some of the townspeople were pretty unsavory-looking (there was even a gambling den/whorehouse--not exactly nursery school stuff).
I think Popeye might've only really Jumped The Shark when Dinky The Dog was added to the CBS version, a cartoon which I don't recall seeing at that time when dozens of Popeye merchandise was spanned from the early 1980's.

The main problem with this is that the movie was made in 1980.
While I understand that the game may not have been as quickly developed as something of that style would be now, but it’s not like they had to train a team of monkeys to sit inside of the cabinet and hit buttons and re-enact the movements with puppets.
With a two-year gap between the movie release and the video game release, I think I’ll have to be a bit subjective and not associate the two.

I'd say the worst part of this movie is the soundtrack.
