The Poplar River Task Force of the International Souris-Red Rivers Engineering Board was formed in April 1975 at the request of the United States, to consider equitable apportionment alternatives and formulas.
This was primarily due to the construction of the Morrison Dam near Coronach, Saskatchewan (Cookson Reservoir impoundment) on the East Poplar River.
The Poplar River Bilateral Monitoring Committee was established on September 23, 1980, and is composed of government representatives from Canada and the United States, Montana, and Saskatchewan, as well as one public ex-officio member from both the United States and Canada.

Poplar was under the direct supervision of the Government and all people were responsible to the Indian Agent in charge.
After the passage of the Congressional Bill, the lots were divided and Poplar had become a desirable place for the Fort Peck drawing winners to visit many of them staying to establish homes or businesses.
Poplar had no saloons and was not to have any within the next twenty five years, as the Bill opening the Reservation had been amended prohibiting the sale of intoxicating liquors and beverages for that period of time.

General Miles with 394 riflement and one artillery piece crossed the Yellowstone at the mouth of the Tongue River (Tongue River Cantonment-now Miles City) on October 17, 1876 and proceeded thence Northeast.
When the buffalo herd crossed a river, they swam across in small groups and the head groups moved on.
Snider, Agent at the Fort Peck jurisdiction at Poplar,, in his report to the Bureau of Indian Affairs on October 27, 1883, stated that there was drout and a total crop failure with scarcity of buffalo and he recommended an increase in the appropriation of annuities for the Assiniboines.

In the early 1940’s, the community of Poplar was home to two hospitals, Dale’s Hospital, and the Indian Health Hospital.
In 1994, a meeting was held at AandS Industries between representatives of the Indian Health Service, Poplar Community Hospital, Trinity Hospital, and the Fort Peck Tribes to discuss about the vision of health care, the more stringent regulations, aging of the buildings, and financial constraints.
However, the Hospital Boards of Poplar and Wolf Point felt that the survival of health care in our area depended upon our ability to join the health care services of our communities.
