The Popple River HBN Basin is located in the Superior Upland physiographic province in the northeast corner of Wisconsin (Figure 28.
The Popple River drains parts of Florence and Forest Counties in Wisconsin and is in the boundaries of the Florence District of the Nicolet National Forest.
Stream water in the Popple River is moderately concentrated and well buffered; specific conductance ranged from 25 to 330 mS/cm, and alkalinity was between 400 and 2,700 meq/L. Stream water at this station also has a tealike color owing to the leaching of tannins from the numerous wetlands in the basin (Sullivan and others, 1995).

Responding to the Wisconsin Department of Natural Resources (WDNR) request for public input on its proposed mercury rule, Atmospheric and Environmental Research, Inc. and the Electric Power Research Institute (EPRI) completed the "Wisconsin Mercury Deposition Case Study" for the Wisconsin Utilities Association (WUA) to assess the potential environmental benefit of the rule.
Specifically, the study projected that of the mercury deposited in Wisconsin, one to four percent comes from instate coal-based power plants, four to 10 percent comes from all instate anthropogenic sources, and six to 18 percent comes from Wisconsin anthropogenic sources plus Midwest regional coal-based power plants.
Because the research found that a mere one to four percent of the mercury deposited in Wisconsin comes from instate coal-fueled power plants, it is clear that the WDNR's proposed mercury emission rule for coal-fueled plants would not achieve the goal of reducing instate mercury deposition.

U.S. Sen. Gaylord Nelson of Wisconsin pushed for the Wild Rivers Program and the bill was approved unanimously in the Legislature and signed into law by Wisconsin Gov. Warren Knowles in 1965, nearly four years before the creation of the federal Wild and Scenic Rivers Act, also pushed by Nelson, in 1969.
Bill Beverly, a founder of the Wisconsin River Alliance, says that the designation was intended to preserve rivers that were in an “unusually natural state” forty years ago and to slow development and especially to prevent damming.
“The Wisconsin DNR is authorized to purchase land along the protected rivers from willing sellers and to manage that land so as to keep it in an unaltered condition and to eliminate any signs of man made structures,” said Beverly, adding regretfully that the protection applies only to the land that the DNR owns.
