Officials were ignoring the fact that there was a growing youth gang problem in Porirua, which was fuelled by a lack of constructive things for young people to do in the region.
Detective Sergeant Andrew Saunders confirmed youth gangs were regularly causing disorder in Porirua, but the situation was not as serious as the violence in South Auckland.
