  CROATS & SERBS: CHAPTER THREE
Porphyrogenitus has recorded on the basis of the data in the imperial archives that the Croats came to the south and began to fight with the Avars in accordance with particular written agreements issued in the form of a ‘prostaxis’ or imperial ordinance.
Porphyrogenitus moves the northern boundary of Dalmatia up to the Danube because the Byzantines in the VII century had no organized administrative system in the Pannonian provinces and so included in the province of Dalmatia all the territories of those former provinces that they had always considered their own.
Porphyrogenitus was obsessed with the idea which he emphasizes several times that the Croatian and Serbian states belonged to Byzantium and that these nations recognized the overlordship of the Byzantine emperors.

Projekat Rastko Cetinje - Petar Vlahovic: The Serbian Origin of the Montenegrins
A century later, the Serbs were described by Porphyrogenitus as the landlords and inhabitants of the region between the town of Ras and the Pliva and Cetina rivers.
According to Porphyrogenitus, in the mid 10th century, they settled in the regions which were said to be Serbian and which extended from the Cetina river to the Ibar river and the Bay of Kotor.
The territory of the Serbian ethnic area was delimited as quoted in the heralds by Constantine Porphyrogenitus from the mid 10th century and in the reports of the Duklja Chronicle from the 12th century.

Porphyrogenitus notes that classical liberalism started from just this kind of break with the past, by creating new axioms to win away people from an existing movement.
Indeed, they (the radical Left; it's as hard to apply one term to them in many ways as it is to the radical/jihadist/fascist islamist set) just incorporated 9/11 into their litany, their narrative.

After the description of Symeon's war against Serbia, Porphyrogenitus starts the description of the war with the Croats with the words “κατά τòν καιρòν οΰν…” which do not really mean, "now at that time," or "then, immediately after that," but rather, "at opportune, favorable time"

This larger interpretation of the text referring to the cities' placement is also imposed by the fact that the Roman domination in the region, whether it did exist, did not penetrate in the depth of the Northern Pontic territory, the empire confining to control the sea's shore.
Constantine Porphyrogenitus presents them as Salma-Saca-Gieou and not from the upstream to the river's mouth, Saca-Giaiou-Salma, as it was natural.
This conclusion determines another one: a new population in the river's basin substituted the ancient population that had named the river in the classical antiquity, substitution occurred during the last antique centuries and the beginnings of the middle ages.
