The City of Port Adelaide Enfield was established in 1996 through an amalgamation of Port Adelaide and Enfield councils, and is one of the larger metropolitan councils within South Australia.
From the 1830’s to 1945, the area surrounding Port Adelaide was subdivided into many small district areas as owners bought, subdivided and sold areas of land.
By the 1940’s this was becoming a problem, so the Port Adelaide Council moved to reduce the number of local district areas to 18, in 1945.

In June 1996 Port Adelaide Enfield resolved, purportedly pursuant to the subject condition, that the height limit for the landfill would be 15 metres AHD.
It instituted judicial review proceedings in the Supreme Court seeking declarations that the subject condition was invalid and that the resolution of Port Adelaide Enfield was also invalid due to, amongst other things, the fact that the City of Adelaide was not afforded procedural fairness when the decision was made.
It is important to note that while Port Adelaide Enfield was found to have been unable to limit the height of the landfill; the Environment Protection Authority could impose such a restriction, should it see fit, as a condition on the licence required to operate the landfill under the Environment Protection Act.

The red enfields, heraldic monsters with the body of a wolf, head of a fox, and talons of an eagle, come from the arms of Enfield in London, differenced by the seven-pointed star from the Australian Commonwealth crest.
The main feature on the shield itself is the long cross, referring to St Clement's Church and the religious faith of the early settlers.
Its long arm alludes to the Main North Road, which Enfield straddles, while the narrow edges refer to the two waterways which bound the city.
