Portland Streetcar, started with a 4.8-mile (7.7 km) loop of single track that opened on July 20, 2001, running from the campus of Portland State University (PSU), north through the Pearl District west to NW 23rd Avenue and then back to PSU on adjacent streets.
Streetcar tracks in Portland are the same gauge as MAX tracks, but of a lighter and shallower construction (the rail bed is only one foot, or 30 cm, deep).
Because of this, a streetcar could run on MAX tracks (for example, if it had to go to another location for maintenance), but a MAX train would be too heavy to operate on the streetcar's tracks and too wide for portions of its right of way.

Portland taxpayers have paid or are shelling out more than a quarter of a billion in subsidies to these districts, not counting the cost of the streetcar or the ten years of property tax waivers that the city routinely grants to new construction along the streetcar line.
One reason for this is that the large subsidies required for the streetcar and the developments along the streetcar line led to budget and service cuts in Portland's bus and light-rail schedules.

Portland Streetcar - Efficient Mobility for Central City
Portland's currently operating streetcar vehicles (7 in all, manufactured by Skoda-Inekon in Plzen of the Czech Republic) are 2.46 meters (about 8 feet) wide and 20 meters long (about 66 feet) – thus, about 10 inches narrower and one-third the length of a double-car train on the MAX system (TriMet’s interurban-type, higher-capacity LRT system).
While the streetcars can use the MAX tracks on occasion to access special maintenance facilities of the larger system, joint scheduled operations over the same tracks are not currently envisioned, mainly because of the streetcars' slower speeds and narrower profiles (resulting in wider gaps at srarions between streetcar doorways and boarding platforms).

Portland’s streetcar is seen as more than a transportation tool: Proponents say it has helped spur $2.3 billion in development along its line since it opened in 2001.
Streetcar supporters say the federal cost-effectiveness formula, which focuses on moving people quickly and efficiently, is unfair to the streetcar – and bad from the perspective of urban planning.
The streetcar’s status as a development tool is reflected in the nonprofit Portland Streetcar Inc.’s board of directors, which is dominated by landowners and developers who have helped pay for as well as profited from the construction of streetcar lines, including John Carroll, Hank Ashforth and Greg Goodman.

Streetcar fares lowered, tram fares undecided - News
While the Portland Streetcar fare dropped to $1.70 Jan. 1, the fare for Portland's new aerial tram is still under debate among city and transportation officials.
Streetcar administrators lowered the light rail fare to $1.70 in order to put the cost at the rate of the MAX and Portland buses, said Kay Dannen, sponsorship program manager of the Portland Streetcar.
Dannen said that fare evasion played only a small part in lowering the streetcar fair, and that the decreased price was to make the cost of a streetcar pass and MAX pass equivalent.

A streetcar line over there would be costly to build, take up too much room and, in the end, do the same thing a few bus lines can while remaining flexible.
Regarding costs, it is true that streetcars have a high capital cost to install (a pity that they were ripped out in the first place), but this cost is significantly less per track-mile than light rail.
Beyond that, where streetcars are used a development catalyst (and I realize this is a subject of heated debate), additional revenues can be created in the form of a local improvement district or tax increment financing to offset capital costs further.
