The project provides for flood control at Pocatello, Blackrock, and Inkom (on the Portneuf River), as well as along most of the length of its main tributary, Marsh Creek.
The three reaches of the Portneuf River, totaling about 16 miles, require channel straitening and improvement, the removal of obstructions and, in some places, levees or improvements to existing levees.

The narrow canyon of the Portneuf River through the Bannock Range between Inkom and Portneuf Narrows is the geographic key to the development of southeast Idaho and the city of Pocatello.
This tear fault passes north of the Portneuf River at Portneuf Narrows and separates rocks of the Late Proterozoic Pocatello Formation to the north and underlying Chink's Peak, that are structurally overturned, from correlative strata on the south side of the fault that are right-side-up.
The Portneuf River is thus the remnant of the ancestral Bear River.

Although the river has a long way to go to get back to the days of 4 to 6-pound fish, rainbows and cutties pushing 2 to 3 pounds can still be taken in certain stretches of this fabled water.
The Portneuf River offers good camping in the Kelly-Toponce area, which is primitive but also has a good number of beaver ponds holding small wild cutthroat and rainbows.

It barely resembles a river but it is part and parcel of the character and heritage that is Pocatello.

The Portneuf River is located in southeast Idaho, and follows a path of about 156 km from the east side of Yandell Mountain, flowing south on the east side of the Portneuf Range, and north between the Portneuf and Bannock Ranges, and on to the eastern Snake River plain where it enters the Snake River.
The Portneuf River watershed contains land that is used for many different purposes.

A basin tributary to the Snake River represents a geographical area with a stream or other body of water, surface or underground, that contributes water to the Snake River, even in small or intermittent quantities.
With so many streams and rivers that deliver water to the Snake River, the scale or size of a basin has to be considered in allocating resources for studies or management programs.

POCATELLO—Stage 2 of the Portneuf River Greenway project in Pocatello started yesterday (July 10) and is expected to require only minor, intermittent lane restrictions on roads adjacent to the river, the Idaho Transportation Department announced.
The completed greenway will allow bicycle and pedestrian traffic along the river from the South Bannock Highway near the levee to the North Main Extension, with the exception of a portion of the river than runs along a concrete canal.
A separate project (Oldtown Bicycle Lanes) is also scheduled for this year to stripe local roads with bicycle lanes to provide cyclists with a route around the canal section of the river, linking both sections of the greenway.

The routing of the Oregon Trail along the Bear and Snake Rivers was primarily controlled by earlier Native American and trapper's routes, combined with the fact that wagons could not negotiate rough lava fields.
One of the fascinating elements of the geography of southeast Idaho is the contortions of its streams and drainage basins.
