The Portsmouth yardstick (PY) scheme is a system of (additional info and facts about handicapping) handicapping used in (additional info and facts about yacht racing) yacht racing and (additional info and facts about dinghy racing) dinghy racing.
It is administered in the (A monarchy in northwestern Europe occupying most of the British Isles; divided into England and Scotland and Wales and Northern Ireland) UK by the (additional info and facts about Royal Yachting Association) Royal Yachting Association, based on annual input from a large number of affiliated sailing clubs.
Each class of boat is assigned a PY number, with fast boats having low numbers and slow ones high numbers - so, for example, a (additional info and facts about 49er) 49er might have a PY of 747 while a (Polished surface that forms images by reflecting light) Mirror has a PY of 1386.

 Racing Calculations
The North American Portsmouth Yardstick is a widely used method of rating boats of different classes sailing the same courses.
The time of the first boat of a class, however, is used to derive handicaps as a function of wind velocity and, ultimately, Portsmouth Yardsticks (D-PN), thereby approximating the assumption that the boat was sailed close to its potential.
It is not practicable for the Portsmouth Numbers Committee to try to anticipate all of the changes possible, so some adjustments may need to be made on a local level.

 Portsmouth Yardstick Handicapping System
Developed in the 1950s by the Royal Yachting Association, the Portsmouth Yardstick handicapping system was adopted by the Dixie Inland Yacht Racing Association (DIYRA) in 1961.
These classes have well-established Portsmouth Handicap numbers that allow them to be used for comparison with other boats at clubs where there aren't any Thistles.

The Bryan Cup is a perpetual trophy which is engraved with the name of the skipper whose boat finishes first overall based upon corrected time as determined by applying U.S. Sailing's Portsmouth Yardstick to all yachts in a handicap class competing in the regatta.
This perpetual trophy is presented to the class, participating as a team, which has the lowest average score in the fleet compared to other classes participating in the Mayor's Cup Regatta based on the US Sailing Portsmouth Yardstick.

Almost any club can sponsor Portsmouth races, which to me is the whole point of the handicapping system.
