The Council of State, a presidential advisory body, is composed of six senior civilian officers, any former presidents elected under the 1976 constitution, five members chosen by the assembly, and five selected by the president.

Lieutenant Colonel Cifka Duarte, a Portuguese aeronautics officer, was in charge of the study and decided upon Achada, a tableland zone between the town of Angra and Lajes, for the airstrip.

My delegation, as a member of the Council since last January, is now in a position to consider the practice of the Council from an inside perspective and has submitted to Council members a number of its own observations for discussion.

Another way to increase the contribution of the entire UN membership to the activities and decisions of the Council, as other delegations have stressed, would be to ensure an active participation by troop-contributing countries in the decision-making phase of the Council’s deliberations regarding peace-keeping or peace-enforcement operations.

East Timor's Council of Ministers today endorsed a plan and methodology to translate all major UNTAET regulations and directives from English into Tetum and Portuguese, the planned official languages.
The plan, presented by Chief Minister Marí Alkatiri, has five points, including the establishment of priorities according to the practical aspects of translation from English into Portuguese; the definition of a priority scale of all legislation (to be performed by an inter-ministerial commission); and the creation of a working group in co-operation with UNTAET.
In addition, the Council was briefed by the Chief Electoral Officer of the Independent Electoral Commission, Carlos Valenzuela, regarding the commission's work, structure and operational plan for the presidential elections scheduled for 14 April.

 Green Light for Transgenic Maize in Portugal
The Portuguese Council of Ministers decided on Thursday of last week (April 21) that farmers will be allowed to grow several varieties of genetically modified maize during the next growing season.
In total, Portuguese farmers with have access to 17 new varieties of genetically engineered maize from different seed providers.

 MEPs vent fury at Finland over censored documents
The documents in question are minutes of meetings between Council of Ministers officials and the US administration on the legal aspects of fighting terrorism, such as when the Geneva conventions on the protection of prisoners should apply.
The Council allowed the members of the committee access to the documents but only on condition that the documents were kept in a secure place in the Parliament and that they would not be copied or their contents disclosed to the press.
