Jeffrey A. Miron, Campaign Finance Regulation: Understanding the Real Issues: Library of Economics and Liberty
The description of campaign finance regulation offered here also suggests why, despite their rhetoric, most major party politicians are not eager to change the current system.
The second major feature of campaign finance regulation is bans on contributions by corporations, national banks, unions, Federal government contractors, and foreign nationals.
The immutable fact facing campaign finance reform is that "the money will out." Those with money who wish to spend it can find ways to do so under any system, absent restrictions that are totally inconsistent with the First Amendment.

CME Clearing, dealing exclusively with clearing members, holds each clearing member accountable for every position it carries regardless of whether the position is being carried for the account of an individual member, for the account of a non-member customer, or for the clearing member’s own account.
Further, when an individual member executes orders for a clearing member, his or her guarantor clearing member is held accountable as principal for the brokered transaction until the transaction has been matched and recorded by CME Clearing as a transaction of the clearing member for whom the individual member had acted.
With CME Clearing serving as counterparty to every trade – in the clearing process it becomes the buyer to each seller of a futures contract and the seller to each buyer – the risk of default is greatly reduced.

FINANCE - LoveToKnow Article on FINANCE
Under the constraining power of the Roman Empire the older city states were reduced to the position of municipalities, and their financial administration became dependent on the control of the Emperor as is abundantly illustrated in the correspondence of Pliny and Trajan.
Finance, regarded as state house-keeping, or political economy (see ECONOMICS) in the older sense of the term, deals with (I) the expenditure of the state; (2) state revenues; (3) the balance between expenditure and receipts; (4) the organization which collects and applies the public funds.
After the fall of the Western Empire, a partial revival of city life, particularly in Italy and Germany, gave some scope for a return to the type of finance presented by the Athenian state.

The short-term position would not be greatly improved if underqualified, overstretched teachers were rushed into schools under the cloud of litigation; and given the overall problems of education expenditure and public finance more generally, it is most difficult to foresee government acquiescing to confinement in such a legal straitjacket.
Because the position is dictated by custom rather than express provision, the Government is accurate, if disingenuous, in its long-standing position that “[t]here are in fact no explicit statutory limitations on the use in official or legal matters of the Gaelic language which already enjoys equal validity with English” (MacKinnon 1991, p.113).
This position, enjoyed by Welsh in Wales and Irish in the Irish Republic, is probably as far as any Scottish political party would take the matter.
