Potassium hydroxide, KOH, reacts with acids to form salts, which may or may not be neutral.
A little bit more goes on when KOH or NaOH (sodium hydroxide, or lye) is used to make soap, but the end result is the same: the caustic OH- is consumed, and the sodium or potassium salt of an acid is produced.

Electrolytic process for potassium hydroxide - Patent 4233122
The anolyte is comprised of an aqueous mixture of potassium chloride.
The concentration of potassium hydroxide produced in the catholyte chamber is essentially determined by the amount of any water added to this chamber from a source exterior to the cell and from any water transferred through the permselective membrane.
Potassium hydroxide, hydrogen gas and chlorine gas were continuously prepared in a divided flow-through polytetrafluoroethylene cell having an anolyte chamber containing an anode and a catholyte chamber containing a cathode and exterior dimensions which were about 23 centimeters in height, about 13 centimeters in width, and about 9 centimeters in depth.

Potassium hydroxide is used in the manufacture of soft soap, alkaline batteries, and in the production of textiles and the fabrication of rubber.
Potassium chloride, ca 300-310 grams per liter, was passed through an inlet into the anolyte compartment at a rate of 1.6 liters per minute per square meter of anode surface and maintained inside the cell at a temperature of about 80.degree.-90.degree.
Potassium hydroxide produced in the cathode compartment was removed, the concentration determined periodically and the cathode current efficiency calculated.
