My own personal theory is that brewing potions requires an understanding of how ingredients work together and react to heat, solvents or other agents (just as in chemistry), but it is that understanding and an intent-based magic that makes the brewing work.
A wand to a Muggle is useless--at least in the Harry Potter world.
A wand is a conduit for magic that allows it to be focused and sustained but I think that there's an element of wandless magic to potions that goes beyond the ability to mix ingredients in a cauldron.
