potrace is a utility for tracing a bitmap, which means, transforming a bitmap into a smooth, scalable image.
The potrace algorithm expects a bitmap, thus all pixels of the input images are converted to fl or white before processing begins.
Note that the compress program is a separate piece of software and is not a part of potrace; it is the user's responsibility to ensure that his or her copy of compress is properly licensed.

Potrace can be downloaded in both sources and binaries for the main operating systems and linux distributions, I preferred to compile it myself from the sources and I got no problem.
Potrace can import PBM, PGM, PPM, and BMP formats and to export EPS, PostScript and SVG (with a converter, like Image Magick, you can convert many formats in those necessary for the two programs).
Potrace can convert the bitmap only to two colors (fl and white) while Autotrace can convert also to colors.

Potrace works well for bitmapped images that are large and are generally fl and white.
If there is a lot of gray in the image, it will most likely be lost since potrace will only trace lines above a certain threshold of intensity.
Once you get the image set at the right contrast in fl and white (some gray is ok, but will be lost in potrace), save the image in gimp as a bmp or ppm file.

potrace (google it) works well - it "traces" the pixels and produces an "equivalent" vector file (which is what you want - a description that is based on lines rather than pixel intensities).
here's a quick version of your graphic in SVG format that i generated with the "Color Quantization" variant of potrace, set to 2 colors (done via inkscape's interface to it), and then ran that through one iteration of inkscape's "simplify" function.
for comparison here's the potrace eps output - a lot quicker than 20 mins, but, as i said, it has its own style.

This is great for sketching over a bitmap image by using it as a template.
However, one might skip this technique altogether by using the new "Bitmap Tracing" which uses Potrace to convert pixels/bitmaps into vector graphics.
Normally this function is not found in illustration programs, but now it is front and center right on the canvas within Inkscape.

Some SVG files don't load properly in the GIMP, but the ones produced by potrace are relatively simple and I haven't had any problems using them with GIMP 2.01.
