Facts: Plaintiff David Miller is a psychologist who treated a city police officer, following an accident that occurred while the officer was on duty.
In accordance with state law, the city initially paid Dr. Miller's bills, but later determined that psychological services were not medical treatments within the meaning of the statute.
Dr. Miller sued the city for payment and the trial court dismissed the lawsuit, holding that medical treatment could only be provided by physicians.

With the City of Poughkeepsie and surrounding Hudson Valley decimated in the aftermath of recession and corporate downsizing, the routine challenge of meeting budget in a venue with a limited seating capacity was compounded by distressing new problems.
Today, the Poughkeepsie Pavilion in Waryas Park is utilized by the Bardavon for outdoor concerts and the Hudson River Arts Festival and by other local organizations for community events such as the city's annual kids' Easter egg hunt, a Latino festival, the Poughkeepsie Shad Festival and the Between the Bridges Festival.
Poughkeepsie's Main Street leads from the riverbank up into the city center and nearly to the Bardavon's front door, connecting these two consummate venues and uniting the region's most treasured natural resource with its most vibrant cultural resource.

February 1, 2005 (Poughkeepsie, NY) — Riverkeeper and the City of Poughkeepsie Common Council have settled a pending lawsuit brought by Riverkeeper against the City for improper environmental review of a land transfer associated with the Poughkeepsie Southern Waterfront Redevelopment Project.
In order to transfer the property, Poughkeepsie secured approval from the NYS Legislature, which approved the alienation of the park on the condition that the City “dedicate an amount equal to or greater that the fair market value” of the DeLaval property to preserving or improving parkland.
Under the settlement, Poughkeepsie has agreed to develop a supplemental environmental impact statement (SEIS) examining the issues related to the parkland transfer and to go through a scoping process to determine the manner in which the SEIS will be developed.
