They were major suppliers of westerns, a highly inexpensive but popular genre at the time, and they had their own exchange systems around the country and their own studio facilities, which other PR companies seldom, if ever, did.
The term Poverty Row actually comes from the fact that these companies tended to rent office space in close proximity in LA; Gower Gulch is, I believe, an interchangeable term, referring to a stretch of Gower Blvd. in LA which hosted, or at least bounded, the Poverty Row storefronts.
Columbia also began as essentially a Poverty Row outfit, but Harry Cohn also moved it beyond its humble origins by the early 30s.

That's why VAMPIRE BAT is the single poverty row film which most closely resembles a Universal production....because it WAS filmed at Universal.
It's probably my single favorite poverty row film, as you can tell by my signature icon here (Maude Eburne from the film).
AIP is THE example I'd pick of a higher class of poverty row....but with more of a budget.
