Views of the river itself are few and far between due to the dense vegetation.
The river's name is derived from the Chinook jargon words "polallie illahe." This translates as "sandy" or "powdery ground", which describes the soils along the stream.

Ten years ago I prowled this country doing research for a novel that used material from the Johnson County War of 1892, when powerful cattlemen—in what is called “the Invasion”—attacked hardscrabble newcomers who were threatening their hegemony.
The country from Buffalo to Fort Phil Kearny, seventeen miles farther along, was the scene of a hundred Indian fights in Red Cloud’s War against the incursion of settlers on the Bozeman Trail, including the Fetterman Massacre and the Wagon Box Fight.
Not far from here Gen. George Crook had his nose bloodied twice by the Sioux and their allies, first on the Powder River in March of 1876 and again on the Rosebud in June.

In 1871 he was made a major in the Seventh Cavalry under the command of George Armstrong Custer, and took part in Custer's 1874 expedition through the Black Hills.
Two years later, when General Alfred Terry was planning the campaign against Sitting Bull and his followers in the Powder River country of Montana, Reno was dispatched on a scouting mission through the region and reported back with evidence that a large Indian encampment had recently moved upstream along Rosebud Creek.
In the confusion of battle, this retreat became a rout in which one third of Reno's battalion was lost, but he and his men did manage to reach the bluffs, where they were joined by a second battalion that Custer had sent to scout the area.

Most of the Powder River country was identified as Crow territory, but the treaty also recognized the right of other tribes to travel and hunt in the area.
After their initial fury was spent, many of the Cheyenne, Sioux and Arapaho decided to quit the Southern Plains and go north to join their relatives and allies in the Powder River country, hopefully far away from the White expansionism that was making the Platte and Arkansas Rivers regions impossible to live in.
By the spring of 1877, most of the Indians had been forced out of the Powder River region, and White settlers began to use the Bozeman Trail as they came into the area to establish ranches, farms and communities.
