Soft armor - such as is used in ballistic vests - has the advantage that it is lighter for the same level of protection, in part because it yields with impact, catching the projectile like a net.
Armor on a tank or a battleship is angled in the vertical plane - that is, away from the horizontal - but that isn't practical for armor on a human.

For the science fiction RPG I'm working on power armor and suits of flexible "plasteel" are viable forms of defense needed in the wild west like frontier environments (as protection against brigands, monsters and the elements).
Armor plating will lead to greater bulk and mass, which will mean less agility and flexibilty, greater inertia (which will be interesting when trying to dodge things) as well as a certain ungainliness which will probably cause the unskilled wearer to bump into stuff a lot and break things.
Powered Armor is owned soley by the armed forces and anyone cought with PA is automaticly hunted down by the military.

The ACN has an advantage over most heavy armors in that it can be packed away into a compact case, and carried on the back over terrain treks.
The armor is very restrictive, but it's stopping power more than makes up for it's lack of mobility.
Full movement is allowed as long as the suit has power, but without it the movement drops to 10 and doesn't allow the wearer to run.

You'd need to have equally sloped armor of equal thickness on each side of the tank, and the engine, crew, propulsion, and turret must be in the center - that makes a saucer-type thingy - and additionally increased armor on top and bottom to protect from bombers, artillery, and mines.
I prefer to think that the reason you put more armor on the front is that it's more useful to have that armor on the front then the back.
Really you have like 30 tons of armor you can put on the tank for weight reasons, then putting 20 at the front and 10 at the back is more useful then 15 at the front and 15 at the back since you expect to receive more enemy fire to the front of the tank.

IIRC all the powered armor suits in Golden Age Champions took this Limitation, reflecting the fact that they were massive and (by the standards of modern-day comic tech) crude designs.
If you're talking about the fact that the character has to store his power armor in a panel truck, but once he puts it on he's fine, then I'd give it a -1/4 Limitation that essentially amounts to a restricted "startup" condition.
My idea was for an armor that was bulky to have around but didn't particularly hinder combat once worn (server motors, etc...) I was planning on buying some other things for it to reflect it essentially being 'big', KB resistance, DCV penalties, etc...

In the Heinlein novel, the MI was all about their powered armor.
In the movie, the armor was ditched so the actors' faces could been seen and the special-effects hassles avoided.
Powered armor is available, even suits that allow the novel's trademark bouncing, but the characters must progress through several missions before the threat level becomes high enough that all troopers will be provided armor.

If power armor were hit by an EMP then it would be useless and the person inside would be trapped.
Sure, the power station would be a massive target and would take out all the powered armor if it were hit, but you could always have a backup, and plenty of defenses...and make it mobile.
With such power armor, soldier could be be exteemly mobile, invulnerable to bulets and could take down 10-20 soldiers in close combat and even more in distance.

I'm sure the immense weight of the armor would outweight the buoyancy of the inflatable layer, and it could also be inflated with something like gel instead of air.
About the size of power armor, as allready said it should be up to 2.5m.
Well I think the power armor we're talking about is a 5 to 10 year project, if it is pursued.

Powered armor is generally not built using vehicle rules but rather a combination of powers, characteristics, limitations, and advantages run through a focus (the suit of armor).
In the 20+ years I have been running Hero games, I have found the vehicle rules to be a problem when applied to powered armor suits.
Mecha are not powered armor suits, they are giant walking robots with a driver instead of a brain and they definitely fit better as vehicles.

Beyond a certain point, those armors energy fields will start affecting their bodies, and it might take them a lot longer to figure out how to counter the effects.
Their are plenty of competition to Stark technology in building powered armor currently anyhow.
Stark's abandonned (at that time) satellite would have fallen to Earth, and either the aerobic super-bacteria would have wiped out all life on earth or the organic "satellite-killer" would have been loose on earth and act like a berserk Doomsday from DC.

The original concept as described by RAH, were "fancy suits" or "suit armor".
Thus "S.F.3.D Original" series of infantry armor meets this requirement (these kits would later be re-released as ZbV 3000 Ma.K. Maschinen Krieger).
Other anime that would be considered: the Legious Cyclone Cycle from Mospeada (Robotech), the power loader from Aliens, the powered armor from the ST:TA PC Video Game, Appleseed, The Lost Creater Wyvern etc. These suits need to be roughly the same size as a person.
