The Prairie Island nuclear power plant is an electricity-generating facilitiy located in Red Wing, Minnesota along the Mississippi River, adjacent to the Prairie Island Indian Community reservation.
It is one of two active nuclear facilities in Minnesota and has proven to be the most controversial due to the storage of nuclear waste in large steel casks on-site, an area which is a floodplain of the Mississippi.
Opposition by environmentalists and the neighboring Prairie Island tribe led the Minnesota Legislature to decrease the number of allowed casks to 17, enough to keep the plant operating through approximately 2003.

As Prairie Island continued operating, the 17 storage casks were gradually filled and it appeared that, unless additional storage capacity was added, the reactors might have to cease operations before their licenses expired.

Minnesota's Prairie Island nuclear power plant was nearly shut down when activists and the DOE stalled on setting up a permanent waste repository.
Little hard pellets is basically what the nuclear fuel is. After it's been used in a nuclear reactor for say, up to 18 months or perhaps two years, then it has lost enough of its properties that it can't continue to be used.
If the plant was going to continue to run, there had to be a place to put the spent fuel on a temporary basis, until the government finally some day did make good on its promise to take it on a permanent basis.

In 1992, the Prairie Island Dakota shocked the larger community ba applying for a federal grant to study the feasibility of storing nucelar waste from around the country on the reservation.
In 1996, the Prairie Island tribal council that was then in office came to an accord with NSP to allow the indefinite storage of nuclear waste next to the Prairie Island reactors in exchange for a $21 million payment and 1,750 acres of land for the tribe.
The agreement was scorned by non-Indian environmentalists, and legislation to compensate the Dakota community for having to live next to the nuclear plant failed in the Legislature.
